THE SPECIAL TERRITORIAL LANDSCAPE PLAN FOR GRAN CANARIA (PTE5) spans all actions for protection, management and planning for the landscapes in the island of Gran Canaria, and aims to establish the means for the protection of the landscape and a program of prioritized actions depending on the established objectives in order to improve the landscape of the island from every point of view.

The complexity of this Special Territorial Plan arises from the relationship between the built landscape and heritage, and from the need to incorporate renovated old to active, polished new, in order to achieve a stable environment. It emerges from the commitment to achieve a better relationship between Architecture and Nature, as a fundamental premise for a project to find a better way to get involved in and to enjoy our island condition, which is seen as our most precious heritage.

The Plan will be written from a global perception of the problem of the landscape, which determines strategies and methodologies as well as the general philosophy to apply. Place as purpose and diversity of places as objective, will allow construct places which will function as systems and as means for the structuring of the landscape.

Work Team: El presente PTEOP ha sido elaborado por un amplísimo equipo redactor, coordinado por José Ramón Vera Galván, Dr. en Geografía y profesor titular del Departamento de Geografía, de la Universidad de La Laguna (ULL) y por Joaquín Sabaté Bel, Dr. arquitecto y economista y catedrático de Urbanismo de la Universidad Politécnica de Cataluña (UPC).

The mission of PTEOP (Special Territorial Plan to Order the Landscape) in Tenerife is to protect the landscape as a natural and cultural resource, to acquire a better understanding of its current state and the possibilities for intervention.

PTEOP will propose measures for the objective improvement of the landscape of the island and its subjective appreciation by both its native population as well as visitors. It will also act as a guideline for the implementation of landscape policies in those areas whose programmes and interventions directly affect the territory.

At the same time PTEOP applies the criteria of the European Landscape Convention, ratified by Spain in February 2008, with particular attention to the need to count on the local population in the elaboration and application of landscape policies. This led to an intense process of public participation in the whitepaper for the above Plan in the period from July to November 2008.

The current PTEOP (Special Territorial Plan to Order the Landscape) was drawn up by a wide-ranging team coordinated by José Ramón Vera Galván, Doctor in Geography and associate professor at the Department of Geography, at the University of La Laguna (ULL) and by Joaquín Sabaté Bel, Doctor in Architecture, economist and professor in City Planning at Universidad Politécnica de Cataluña (UPC).

Representing the Island Council of Tenerife were Jorge Bonnet Fernández-Trujillo, Landscape Director for Tenerife, plus the following representatives: Marta Reyna de Fau, Mercedes Campos Delgado, Fátima Reboso Ávila and Javier Herrera Fernández, among others.

The aim of the plan is to ensure the preservation, development and valorisation of the landscape of this island. The ambitious project takes over from a previous initiative called Biosfera Paisapal, an initial incursion into the island’s landscape. In this context, and in compliance with the regulations established by the European Landscape Convention, La Palma World Biosphere Reserve wishes, by stimulating public participation, to consider public opinion, involving people in the zoning of this heritage and recourse so important for the quality of their lives.

Landscape of La Palma attempts to showcase the diversity of landscapes of the island. The order of the image follows the definition of the Biosphere Reserve, by incorporating the three domains, sky, sea and earth, internationally recognised as such in the context of the Man and the Biosphere UNESCO programme. The existence of contrasts in the landscape of La Palma is widely accepted: lava fields, dense forests, awe-inspiring cliffs, and endless spectacular views joining forces to make up the landscape of the island. The selection of photographs on display takes into account the biotic, abiotic and anthropic elements behind the singular insular scenarios.
